Any person to whom the Board refuses to issue a licence under section 10(c) or whose licence is cancelled or suspended by the Board, and any person who is aggrieved by the imposition of any condition in his or her licence or who is aggrieved by any other matter in respect of which a right of appeal is conferred by regulations made under this Act may, within 30 days, or such longer time as the Minister may for good cause allow, after such refusal, cancellation, suspension or imposition of a condition or happening or other event of which he or she is aggrieved, appeal to the Minister, whose decision shall be final.
