The licensee shall, in respect of a public weighbridge for which he or she holds a certificate of registration—
  • (a)provide and maintain in a prominent position in view of the public a sign in letters not less than 100 millimetres in height and in clear contrast with the background stating—
    • (i)the words “Registered Public Weighbridge No” together with the number allocated to the public weighbridge in the certificate of registration; and
    • (ii)the capacity of the public weighbridge;
  • (b)prominently exhibit in the public weighbridge cabin the certificate of registration and the certificate issued by an inspector pursuant to regulation 54(b), suitably and securely framed and covered by glass;
  • (c)provide printed mass tickets in Form 7 of Schedule 1 for issue when loaded vehicles are weighed;
  • (d)provide the following tare mass tickets for issue when unloaded vehicles are weighed—
    • (i)a tare mass ticket in Form 8 in Schedule 1; or
    • (ii)a mass ticket in Form 7 in Schedule 1 with the words “Tare Mass Only” permanently and legibly printed or stamped thereon and on duplicates thereof, in capital letters not less than 5 millimetres in height;
  • (e)ensure that the mass tickets and tare mass tickets for issue—
    • (i)are numbered consecutively except as provided for in paragraph (g) of this regulation;
    • (ii)are printed so as to provide for an original and at least one duplicate of each ticket; and
    • (iii)have the word “original” printed on the original of each ticket and the word “duplicate” printed on each duplicate thereof;
  • (f)ensure that the original ticket remains at all times in the ticket book, and is not issued;
  • (g)provide mass tickets and tare mass tickets for issue as copies of previously issued mass tickets and tare mass tickets, in the form of the original tickets previously retained in the book, for at least 12 months after the date of the last issued ticket, in that book; and
    • (i)having the words “copy of” printed immediately before the words “Mass Ticket No.........................” or “Tare Mass Ticket No.........................” as the case may be; and
    • (ii)having the words “Date of issue of copy” printed at the bottom left hand corner of such tickets;
  • (h)where the particulars or other matters required to complete mass tickets or tare mass tickets are inserted by a mechanical or electronic means, keep the original of such tickets bound in numerical sequence in books, pads or singularly in numerical sequence;
  • (i)retain for at least one year from the date of issue thereof—
    • (i)original mass tickets and original tare mass tickets and original copies thereof together with any unissued duplicates thereof, where the particulars of other matters required to complete the same are inserted therein in handwriting in numerical sequence in the books in which they are bound; and
    • (ii)original mass ticket and original tare mass tickets and original copies thereof together with any unissued duplicates thereof where the particulars of other matters required to complete the same are inserted therein by mechanical or electronic means, in numerical sequence in an office system so that the same are readily accessible, and produce such original, original copy and duplicate mass tickets and tare mass tickets on request by an inspector or by any other person having an interest in the transaction to which they relate;
  • (j)if the licensee knows or has reason to believe that the public weighbridge is incorrect or unjust forthwith—
    • (i)inform the inspector for the district in which the public weighbridge is situated of such knowledge or belief; and
    • (ii)close the public weighbridge to further use;
  • (k)forthwith inform the inspector in whose district the public weighbridge is situated if the public weighbridge is repaired or adjusted or moved from its tested position;
  • (l)cause or permit only a public weighman to act as a weighman at the public weighbridge.
