Recess requirements shall not apply in relation to packages, or packages containing an article specified, in the circumstances described below—

(a)articles ordinarily sold by mass packed in a quantity of less than 15 grams;
(b)articles ordinarily sold by volume packed in a quantity of less than 15 millilitres;
(c)packages, being cans of a design approved by the Director that, in respect of any recess or recesses therein, conform to that approved design; and
(d)packages, being aerosols, if the depth of the bottom recess does not exceed 15 millimetres.
