The chairperson shall put all questions and declare the sense of Council thereon, and he or she may put the questions as often as necessary to enable him or her to decide the voting. The members shall vote by a show of hands unless otherwise required by the Act and if any member who is entitled to vote on the question neglects or refuses to do so, his or her vote shall be counted for the negative. The decision of the chairperson as to the voting shall be final and conclusive unless it be immediately challenged and a member rises and demands a division.
