No person, other than licensed hawkers hawking hot peas and peanuts in baskets or hand-trays, shall sell or offer or expose for sale, any produce or goods in or around the bus station except at a shop, kiosk, stall or automatic dispensing machine, in respect of which the person selling or offering or exposing for sale produce or goods, or his or her employer, shall be the Council's tenant or the holder of a licence issued under by-law 12 hereof.
