The objectives of these Regulations are to—

• (a)outline the eligibility criteria for a Scheme;
• (b)outline the procedures for receiving and processing applications under a Scheme;
• (c)ensure transparent and efficient processes are in place for the administration of a Scheme; and
• (d)outline the terms and conditions of a Scheme.
