In these Regulations, unless the context otherwise requires—
base

means a specific area allocated and approved by relevant authority where PSV vehicles park and wait for passengers;

bus

means a public service vehicle constructed or adapted to carry more than 15 passengers, excluding the driver;

carrier

means a motor vehicle constructed and equipped for the safe carriage of passengers and goods such that the majority of passengers are located separate from the driver’s compartment;

carriageway

means a part of the public street reserved for the movement of vehicles;

council

means Nasinu Town Council as the local authority responsible for the Nasinu land boundary;

footpath

means the part of the public street provided to be used by pedestrians and includes footpath lane, thoroughfare or any other part of the street habitually used by pedestrians and not by vehicles;

one-way street

means a public street with carriageway designed or configured for traffic heading in one direction;

park

or parking means the standing of a vehicle whether attended, occupied or otherwise upon a roadway, otherwise than temporarily for the purpose of, or while actually engaged in, loading or unloading merchandise or taking on or discharging passengers;

pedestrian

means a person on foot on a public street and includes a person on a public tricycle, scooter, roller skates, skateboard, any other device designed principally for use for children at play and any baby in a pram or a wheel chair; and

taxi

means a motor vehicle usually fitted with a taximeter that may be hired along with its driver, to carry not more than 4 passengers to any specified destination.
