The Minister responsible for finance may, subject to the provisions of the Financial Management Act 2004, authorise payment from the Consolidated Fund of grants or loans of money to a Council for the purpose of enabling the Council to carry out its duties and responsibilities arising under the provisions of this Act of such amount and upon such conditions as the Minister responsible for finance may determine.
